some kind of bid directory ?!

I want:

-the look/concept of a bid directory (list of websites)
-must able to divide the directory in subdirectories
-the amount should be hidden & bidding should be disabled (I want to put in the sites manually but with a certain hierachie)

How should I handle this? Try a bid directory script? Begin with a regular directory script?
