    PPC, PPV/CPV, Banners, there are so many ways, there isnt a "best way".

    I would say target webmasters first. In that case webmaster forums, and related sites could be your playground.

    Target Keyword Articles with low competition so you'll rank on 1 with google for this keyword phrase. If you double this many times you'll get good traffic and new customers.

    Partner with developers selling scripts. They have a never ending line-up of customers who need hosting.

    Track all of your sources of traffic. There isn't a right or wrong way, only methods that are profitable. I've noticed that some of the top hosting companies actually have a really active affiliate program. That means that you want to look at copying or beating Hostgator's aff. program.

    You'll also want to look at doing a great job to get word of mouth referals :)
