I think you should follow any famous link directory.

Reciprocal from directories have about nothing value so, dont need to active reciprocal for your directory.

Dont enforce the reciprocal option. It will only drive people away. Whenever I see a required recip link I just forget about it and move on.

 

To get traffics and PR you can start link building work for your directory.

Manage your directory carefully.

Approve submitted links as soon as possible in starting to get good crowd.

Update also your homepage and other page regular by latest submission or any other options.

Reciprocal directory is good or not, I don't know but one way free directory is best i know. I have used so i can tell you.
