Your best shot would be to take someone, who is willing to learn, since many of those tasks are not teached in school at all and the rest of the candidates most probably already have a motivative salary which means that they do not want to leave their current positions. I tried to google some of the topics and I came up with almost no results. The only way to even get started with this topic, is to work alongside with such a professional and I believe it would take at least half a year before I start understanding. Yes I do have over 7 years of experience in programming and security and project management, but this is much harder and is something that my country, where I live in, does not offer such things at all.
