Anyone can become a reseller. that means its possible to rent through reseller at under $8 per month. anyone can become a reseller, hell, I would be a reseller if i could be sure of getting 100 signups. anyone selling for under $7.20 would be giving a discount with a bundled service, so what they lose from the license, they make up for with (for example), a reseller hosting account. So no, its not scam.
