I use WebCEO and IBP, nothing that really helps any more than doing things manually but it speeds things up. Software certainly isn't a magic solution.

why do you want to submit to search engines using softwares?. You never need to submit to searchengines., All that you need to do to get into SE's is to get links from good/clean/related-authoritative sites.
Well not quite SEO software, but seo tools tools for cheacking your competitors #SEP (search engine possition) ,etc... don't spend any $ on any software, just buy backlinks man , and you will see the diference
I don't really bother submitting to search engines. All the ones that are worth being in tend you find your site through links. IBP is good for directory submission, though we tend to outsource this as it can be time consuming.
I agree with MattUK about submissions to search engines. About directory submission......manual is best way. Although it takes time, but it brings lot of links from quality pages.
