Software to create a template, display online

    I'm designing itineraries, and am looking for software that I can use to design them. I'd like to create a template that I can edit for each itinerary, and something that can easily be converted to be displayed online for clients (without jumbling things up or simply posting a great big image of the itinerary). At first I thought of PDF, but it would appear that you can only create a PDF from another file (which is a possibility, but a bit of a hassle). Microsoft Word might be the right program for the job, but I'm not sure how easy it would be to create a template like I envision (which includes graphics and text, and Word doesn't seem to be very flexible with regards to the positioning of text).

    when you say templates, I think of frontpage and dreamweaver

    I just mean a way to setup where I want certain elements on the page, so I can just "plug-in" info for each itinerary. I'm actually thinking I can probably do it easily enough using tables in Word.
