Software to avoid click fraud to publishers - pls write one

how about if google just ignores multiples clicks from same ip ? They penalize the publisher and in the same time get the money from the advertizing site. Are they willing to do so ? I guess they should because they are losing their credibility

 

If anyone has the mozilla tracking code could they please make it public? I can't seem to find it anywhere.
