Software for User Review Site

I am planning to set up a user review site. I would like site to allow user to post new article and other users can rate and comment on the article.

May I know which application I should use best for this application? I will prefer open license software if possible.

You can do everything you stated very easily with drupal.

 

Drupal has a limited ammount of themes

Also you may try eSyndiCat Omega v1.6, this version is free. Look at this site, this is custom modification, however the website is based on eSyndiCat v2.1
