Soft Partition in Iraq - Thoughts?

Senator Biden has suggested a soft partition in Iraq. Apparently there's a lot of debate regarding this.

And yet, I'm too lazy to look up what a "soft partition" means, politically. Can anybody enlighten me?

And let me know your opinion.

I think it should be up to the Iraqi people to decide, democratically.

When Britain partitioned India, there was massive bloodshed as people moved to and from Pakistan.
