Yes it helps. However, make sure you DO NOT SPAM if you are submitting yourself. When I tested it back in July, my site received an extra 300-500 uniques per day. Some sites that reach digg.com's front page see traffic of up to 30,000 uniques (but only for 1 or 2 days).
I've found that it helps but it can take a while to master the art of getting your work noticed. It's like anything I guess. Depends upon how much effort you are willing to devote to it
How about do you submit? Do you write an article on your site, then submit the link to Digg, and say "check out this useful article?"
