does time really a factor for submitting article to social bookmarking?

a lot people comment that using social bookmarking will bring a lot of traffic, but I found that submitting time is the main factor which can affect the result.

eg. I submit at morning or noon, (malaysia time) while US are in mid nite, which mean that time not much people actually searching at search engine or surfing social bookmarking website

So what you guys think? does time a major factor to affect the result?

if your traffic comes from countries in different timezones so time affects our performance in social sites. If your traffic comes from your country I don't see how it would affect you.

Time might be a factor but not the major one. Suppose, If you submit a link when there are a few people surfing, the chances are that your bookmarked page won't go deep and when the traffic starts to come again then it (your submitted link) will be visible to most of the surfers.

I would think that time would be an issue to consider when submitting a post to social bookmarking services as the more people on the site the more chances you would have at getting another person to bookmark it.
