I have noticed that Netscape works great for me. It drives a lot of traffic when I submit a link and later, when a submitted link is attached to a popular article as a related article. In some cases this secondary traffic is even better than the primary one. I have not searched a lot but most of the other social bookmarking sites I submit to do not have such features. Probably the reason is that Netscape has editors and maybe they do the linking. Have you noticed other sites that also link similar articles?
Netscape's editors don't do any linking--they vote on stories that they decide are good, but that's about it. Netscape itself is a good site to get links from, but submitting your own stuff is kind of frowned-upon (seen as rather spammy). I'm a top Netscape user, and I can tell you that if you contribute and spend the time necessary to contribute on a regular basis then you will definitely be rewarded.

social bookmarks have many members, look at digg, delicious, stumble, etc. people are vote good article. they visit site which have good vote. it's fair isn't ?
