    With social bookmarking you have a link to your page. Whereas with article submission you submit the whole content.

    just like you bookmark any URL in your browser (local machine), you save any link (url) in social bookmarking sites but over there the link you are saving is viewable to every one (any one visiting that bookmarking site).
    So now other people can see your link and visit that page.
    You can share your website URL in social bookmarking website so others can visit your website.

    Both are seo off page optimization techniques.Social bookmarking submit your site to social bookmarking sites and article submission is submit your article in various article directories.
