Does these work towards ranking better. I have heard a number of poeple rave about this but I have had very little success with them so far. Any thoughts/advice/tips?

Can someone explain to me what exactly social bookmark back inks are? I'm quiet new to this backlink stuff... The 2 things i know about them for now is that dofollow links from forums and blogs are supposed to be good. Maybe there is already a topic on this that someone is aware of?
