Apache is a web server application used for serving static .html pages. It can also be used to serve many other dynamic scripts written in python, perl, tcl, php etc.

Your browser locally is able to render your .html pages but once you've finished developing your website, you have to upload it on a server that runs a web server (apache, nginx, lighthttp etc) which will serve your .html pages to other people on the Internet.
