It depends on the type of hosting and how much im paying, but some of mine are:

Decent uptime, reasonable response time to support, not auto replies but actual useful replies, and a provider that makes me feel that they are trustworthy.

it has to have a good uptime, reliable and reachable support stuff, it must be secure and fast, some servers are slow like hell. you can test the speed by trying to access websites that are hosted on that service.
