SMS in Java > Implementing in a Lab Complaint Management System

    I have made a Lab complaint management software in Java using Netbeans 6.7 as IDE.

    No idea about sms and its technology with Java. But would really like to implement sms sending, so that if a complain is registered by a teacher, the id, message are delivered to a specific cell no.

    How is it possible? ..... I've searched google and found variety of answers but like to ask for advices here.

    I think this is very specific of each cell phone operator company. Here at Brazil I know that some operators don't allow this kind of thing without a fee.

    Okay, I heard that we can build our own sms gateway or server or system whatever the term is... Is that true?

    So that no charges will occur and the messages will be transferred too.

    Secondly, I'd like to know even if the charges will incur for the different sms networks. It would be great to learn anything that can send the lab complaints directly to a persons cell phone.... may be we can connect a cell phone directly to PC and let software talk to the port and cell phone sends the messages......

    Whatever the technicalities are, am not aware but very willing to learn....
