Hi , I just saw some small blogs that link to other websites , I think the reason for those blogs are just to link to the big website . You know what i mean ? Anyway can advice me about this strategy , is it really going to help my website's serps ?? Thanks alot .

If you think it's worth it, then you might as well set up a geocities account and get a googlepages site set up, lol... as each IP counts And don't forget the free blogs like wordpress.com and blogspot!
Yes, these links from related blogs will help your website serps. Obviously a link from a blog like techcrunch.com will be more beneficial but links from small blogs still help.
