Try tuneup utilities trail version and clean up all your junk files and clean up your disk space.
also use some registry cleaner and go for a full computer scan with a good antivirus like kaspersky or NOD32

Telling him to switch to a MAC is not really solving his problems.

You can setup a good pc with limited resources.

He says he can hardly use 2 programs at the same time, that is obviously telling us that something it not working correctly.

Probably because he have some application that are literally stealing his pc resources. Could be malware, virus etc.

I have a pc with a complete generation lower standards than his speccs and I can work with many program open at the same time.

Here's a review of both NOD32 antivirus and f-secure antivirus.

Take a trial of some quality antivirus / all-in-one security solution and see if that can solve your problem.

2 GB of DDR RAM, 240 GB of Hard disk, Processor should be core toduo, Asus's motherboard is good for the XP SP3.

Format your PC and reinstall Windows XP . Use a good antivirus like Kaspersky /NOD32 and periodically clean and tweak your system with free utilities like Ashampoo Win optimizer and TuneUp utilities .

Last month I came across a site which had a special-purpose stripped down version of Windows available that would boot in say under ten seconds. Forgot the URL, bookmarked it somewhere
