I've started a website where I write tutorials related to web development, for example CSS3 etc. Can you please recommend me where I can submit my tutorials? I mean tutorial websites like pixel2life etc.? thanks.

You can open your site and put links in your tutorials, and then you earn visitors.

You can submit your tutorials in other forums or article submission sites. You can also create your website or blog & post your tutorials there...It will help you to get all your tutorials in one place

you can start your own blog and get popular. It is one of the best way to get credit to your own tutorials.
