    Would this site be considered a spam site kediler.net . They have our company content listed (which is ranking well in google) then you click on the link for our site and their ad and our content appear.

    I reported it to Google would they ban a site like this from Adsense?

    There might be a way, since Google states that before you agree with AdSense TOS you must agree with Google TOS. Now, it depends if this is SPAM or not.

    You can use the regular google spam report form for that.

    I wouldn't bother trying to get AdSense involved. The next step after the webmaster is the host. Show them your cache that proves you have the original content and tell them it should be removed.

    Most hosts don't want to get involved in legal proceedings so they will contact the webmaster directly.

    You can get Javascripts that break out of frames to prevent this type of thing.
