Sites translated into foreigh languages

As an experiment I translated part of one of my sites into French, so the site has an English part and an equivalent French part.

After a couple of weeks the CPC on the French language version is steady at only 10% of the CPC on the English language version.

Is this normal, or a statistical glitch? Does anyone else have a site in more than one language, and how do they compare?

I had a site translated from english to spanish. The spanish side has been VERY slow to pick up traffic although google indexed it quickly and shows spanish ads. Not sure there is enough data yet to say anything about CTR

I have noted that a lot of people find their English sites easily outperform foreign language translates sites.
