Hi, I wish to know what should I stay away from if I'm getting offered links on websites.

how can I check the site's true value?

is the placement of permanent links important?

Should I keep away from sitewide links?

Does blogrolls considered bad or worth less and does the title of the link's wereabouts has any meaning?

site's true value is what it is what it could be...if it's a spammy looking page with a PR 5 fine, but if it's a well made site with good design and updated frequently it's fine too.

Permanent links it's a myth, if someone says theire going to give your a permanent link it's bs, they might keep it around a year or so and then remove it or put a nofollow tag around it.

Placement, front page sure, but that co$t$.

Better a placement in a relevant content to your keywords than a sitewide that's not related to your keywords.

Many strong sites (PR5 and above) will give you temporary time on their front page. But a lengthy stay is going to cost you.

as a rule i don't buy or sell links for more than a year, i think that is no such thing as unlimited time
