Is it worth keeping a site that you never pay attention while still thinking "Oh I'll get back to this site in the future because I know it has potential!"

I think its not worth keeping at all. If the site has potential people really pay attention to it.

You should do something with it sooner rather than later.
If you keep putting it off, you'll never do anything with it.

Give it a go... if it doesn't work. Then get rid of it!

Nah, sell it if you can. It's all about focused. Gotta be focused on your current sites and forget about the past.

Get rid of it. Don't stretch yourself too thin. Focus on what you need to do and don't let the site you can't work on distract you. As much as we would like to be everywhere at once we can only do what is within our grasp. Another option is to hire someone to manage the other site.

it depends - i have a bunch of sites which i ignore yet they still bring in money, i keep them because they are making money, if i have sites just sitting there not making money, i just don't renew them after the year

there are many online competitors, so if you want your site to run, do something about it. boost your traffic maybe the first step you should do.

If it's not costing anything to keep that site up and running, I don't see the point in getting rid of it, unless you're sure you aren't going to touch it ever again...

Depends on the kind of potential you see.
Are you expecting you will be able to spend a lot of time on it in the foreseeable future? Keep it.
Is it earning its cost back? Keep it?
    Neither? Get rid of it.
