    Do your sites link information from other sites? If so, perhaps the other servers are slow in responding. Do you use mod_deflate to compress information prior to sending it out? When you access WHM, is it through the IP address, or, through a domain name? If it is through just the IP, perhaps you have a DNS issue on your sites as well.

    whm access is though ip
    and sites through domain

    but cpanel access though domain is also at normal speed
    just sites taking time to load

    It could be a number of things;

    A buggy apache compile
    DNS mis-configuration
    DNS resolver's mis-configuration.

    Get your server administrator to check it out
