    Reading the terms of use for each one is the answer - it will be different for different sites/templates.
    Usually, you are supposed to keep the outgoing links.

    yes you can,

    most of the designers allow you do this, as far as their author website link is intact,

    its fair on their part to expect some traffic for their work.. :)
