I have seen a lot of news related websites, blogs and forums where fresh content posted after 15 minuts or less then that, but they dont have sitemap.xml file. is it better to not post sitemap xml file when u r updating ur website with fresh content like above?

What sites are you talking about?
As far as I know, having a sitemap is beneficial, as it simplifies Google's job of finding new website content.
And Google doesn't really care about the frequency of your updates as long as it is quallity content.

The site map just helps Google find pages on your site that might not be obvious or if your url structure is complicated (or many thousands of pages). As long as you set the page priority correctly you should be fine (I sometimes leave out the last edited dates out so Google checks all of the pages).

Having a sitemap.xml file will enable to spiders to spider your site more efficiently. By reading the xml file, they will know which are the new files and how often they should return to spider it.

ok first of all there are auto generated sitemaps and then there are auto pings. Anyways google finds the new content within the set parameter programmed or designated by google or the site owner.

If you have a Wordpress platform, you can use a plugin called a 'ping optimizer', which stops your site from pinging whenever your just editing a post (I'm tweak crazy). Then, you won't be frowned upon for ping spamming.

Sitemaps are an easy way for webmasters to inform search engines about pages on their sites that are available for crawling. In its simplest form, a Sitemap is an XML file that lists URLs for a site along with additional metadata about each URL so that search engines can more intelligently crawl the site.

Its always beneficial to have them rather than not to have them in a site.
