How many links do you have? I've never used this siite, but you can try it http://www.akamarketing.com/html-sitemap-maker/

If it's not too many, you could just by hand. If it was my site, I would start with the main links, then add any sublinks below them and indented. See below.

I use this site http://www.xml-sitemaps.com/ to make XML sitemaps, and I didn't realize that they can also make and html sitemap. They limit it to 500 links, so it depends on how big your site is.

Do not mix HTML sitemaps, which is a facility within your own site to help your visitors to navigate and his independent to SEO purposes, with xml sitemap which is an XML file that contains all of your site links that you want search engine to index, that you place in your site root folder and submit to google so that your site can be easily crawled.
For XML sitemaps up to 10000 links try http://www.webrickco.com/buildsitemap.php

Webrickco is correct. There is a "HTML site map" and an "XML Sitemap"

You create the HTML version just like a web page and fully SEOed links to all the important pages.

To create the XML Sitemap, I use gSitecrawler on a weekly basis. It is free and handles everything for me.
