theoratically you can update the sitemap as many times you want. It is best to update the sitemap if there are changes to your site (new pages/removed pages)
I agree to him. You can resubmit your sitemap any time. But better you update your sitemap and google will catch it automatically.
Whenever you add new page to your site. However this can be bit difficult if you have a blog and keep updating it daily. So, I update mine in weekly basis.
There is no limit. I submit the sitemap to Google every morning. Sometimes twice. Google starts to index my new post soonest I submit, which is good.
