Site with No Meta Tags - does Directory Submissions help?

    Hi,

    I have a site with no meta tags. If I work with directory submissions and link building, does it help in getting the back links?

    Is it possible getting the back links with directory submissions and link building campaigns for a site having no meta tags?

    Please suggest me.
