    CPC is best for quality

CPM is best for exposure without direct response

If your are advertising for brand promotion then CPM is best, but if are selling some thing then cpc is the way to go.

What's your experience with CPC? Is your CPC on the site targeting campaigns normally lower than on kw targeted campaigns? Or?

Bear in mind that - in theory - all types of campaign compete fairly in the same auction to appear on a site so there will never be a substantial difference in costs over a reasonable period of time. A keyword targeted campaign ad will compete in the same process as the site targeted ad and the best - from a number of factors, not just CPC - will win.

The choices between CPM and CPC, site-targeted and keyword targeted are more about the purpose and intent of the campaign than costs. Some campaigns work best when keyword targeted, others as site. As already mentioned, CPC campaigns tend to be about actual sales whereas CPM tends towards brand awareness rather than outright click-to-sale mentality.
