What happen if you're not using w3 total cache plugin? In some cases, caching plugin not always play nice on certain setup or server environment. So deactivating it might help.
There could be so many reasons. Check the Page load time at at gtmetrix. If you have installed so many plugins then it might also affect Wordpress's performance. Also try clearing cache from W3 Total cache.
Try deactivating your plugins one by one and see, if that has any effect. If it started recently and you haven't installed any new plugins in a while, then the problem might be in your connection/server.
Pingdom and GMetrix as well as WebPageTest.org should pretty much tell you where the problem is. From there you can start troubleshooting/fixing. If you give up we offer a Speed & Optimization package where we go through and fix/speed-up/optimize your site. We are able to get most customers to an average of 1-second or less page-load times.. We even have a few that are in the 200ms loadtime range. If we dont think we can help, or if we think we can, but dont, you don't pay.. Contact me for more info.
Go to /wp-admin/options.php and set value of gzip_compression from 0 to 1 and also for script. Also use a good and small caching plugins and also use service like cloudflare to use as a cdn.
As others have said, gtmetrix.com, pingdom and Google PageSpeed Insights will help you identify specific issues on your site that need optimizing. In addition to using the W3 Total Cache plugin, you need to make sure the settings you are using are optimized for your server. If you're using a decent web host, they should be able to walk you through which settings should be activated or deactivated for optimal performance. Also sign up for a free account at cloudflare.com, and change your nameservers to enjoy the benefits of further minified HTML, JS and CSS. If you have a budget, and are concerned about page load times, you should be using a content delivery network, such as MaxCDN, which integrates with the W3TC plugin nicely.
