The legal cases involving framing suggest that it depends on what type of site is doing the framing, the jurisdiction that you're in and how the framing is done. Generally though, it is best to consider the practice to be illegal.

If you want to see an example of a company that I think uses the inline frame correctly I would look at: http://leenks.com/ They show the frame, with their header, but no ads and a way to get out of the frame.
