I'm new here, but I've got kind of a "down and dirty" site along the lines of those <fill_in_the_blank> sucks sites. For some reason they won't list me and I can't figure out why. If you do a search on other suck sites, there are as many as you can think of... walmart sucks, starbucks sucks, home depot sucks, etc. I'm near number 1 on Yahoo and MSN, but nothing for Google. I've written twice and get the stock reply. It's not that big a deal really, I'm just curious. I did this site in a matter of a few hours and it doesn't mean that much to me, but I'd sure like to see something from big G.
All I can tell you is that you're not alone. Google is beyond explanation and has been for a couple of years now. If a site gets good SERP placement it is more good luck than good management despite what all the supposed "experts" tell you. Just be happy that you are in MSN and Yahoo. Eventually even the searching public will wise up and see that Google is not giving them the best or the most current sites and then hopefully they will start searching elsewhere.
That depends on what you are selling and the conversion rate once people land on your page. You can go bust in a hurry using AdWords if you don't get everything exactly right. Sure it will get you listed on the SERP page for the keywords of your choice, but at what cost?
Not competitive ones, and not if you want to get on any reasonable or representative number of SERP pages.

Nothing! Because nobody knows what share of the PPC price Google shares with the AdSense publishers. And secondly your original statement totally lack authenticity because Google's minimum bid for any keyword is $.05. So it is impossible to get a click through or ad for less than 5 cents as you claim.

Well, let Compar and AC sort themselves out. I´d say 1.5 years is rather a long time to wait for Google even given its notorious unpredictability. Something is wrong. I have to admit that I have no idea what you are talking about when you say a fill-in-the-blank suck site but if it is based on any kind of template where you are going to have a lot of duplication that might be your problem right there.
Here's a few similar sights ranked #1 or near number 1 on Google. Mine is similar and very plain with little SEO effort put into the site. http://www.walmartsucks.org/ http://www.ihateblockbuster.com/ http://www.geocities.com/tarahertz/frys-sucks.html Etc, etc. As far as paying for ads, I wouldn't mind doing that. I could set a really low daily limit and let it run for about a month and it would probably cost me like $20 total (guessing). I run other Adsense campaigns, and yes, they could be quite a drain. The problem is that I thought Adsense accounts had to be approved? At lease it was on my other current campaign. It took a few days to get the content approved. I could try it though.
Well just thought I'd update what happened since this posting. I *DID* get an Adwords account for this site, and I put a $5 daily limit on it. It worked for about 3 days and then I got a notice from Google saying the ads didn't meet their standards and they disabled them all. So I deleted the whole thing. Also, a couple of days ago I got a real e-mail (not automated) from Google on an older e-mail I sent asking why I wasn't included in their index. They explained that my site is NOT banned and that it IS included in the index. But apparently it's just listed as the domain. No cache, no title, nothing. Just the domain name period. They said they call this a "partial index" and in their words: "When a site is partially indexed, it's because our robots were unable to completely review its content during a recent crawl". This is weird because this is the tamest HTML site you've ever seen. Text links, small paragraph describing the site, META tag, title, etc. I can't imagine what would be throwing their spiders off.
