People do sell websites that are making money. Usually because the amount of time needed to make them run isn't suffecient. However, generally, these are difficult to find and extremely high in price.
If this site would have been legit, the buyer would have asked for at least $30k, one time payment. Be careful if you are still thinking about buying it.
