Site Fluctuates From # 3 and page 2

    my site site is fluctuating between # 3 and being on page 2 for a number of key phrases on google uk

    what can be done to stop this annoying fluctuation and to get stable rankings

    Increase targeted backlinks for the keywords that are on page 2. :)
