I've optimized a lot of 2 word keywords like "Cheap broadband", but to optimiz just for "broadband" seems to go nowhere, any ideas? I've done it the same way I've done the other ones, but I don't rank in top 200 at all, but "cheap broadband" ranks on first-page. This is not actually keywords, just examples. The top sites for "broadband" are PR 4-6. My PR is 4. any ideas?
That's probably because there would be too much competition for single keywords which makes it difficult for your site to rank well for that particular keyword. Whereas with the two keywords approach it becomes more specific and targeted and your site comes up for those specific targeted searches.
I agree with eukhost, also because most searchers use two word searches anyhow. One word searches are not likely to give them what they need anyhow: not targeted.

Strong authority sites can rank fairly easily for one word terms, however I would concentrate on more targeted 2-3 word phrases first. After you rank well for those and gain some authority, the one word terms shouldn't be very difficult.

Yeah I don't think it would be worth the headache to ride that one word roller coaster. I had to hold back my laughter when one of my affiliates asked me how they could get on the first page of the keyword "dogs". It is definitely much easier to go after the word ones and a bunch of longer tail keywords. Get enough of the long tail going and you will get as much traffic as the one word. Not to mention long tail brings in more sales.
Firstly, PR has no relation with how well you rank with certain keywords. "Broadband" is probably a too general keyword. And yes, it would be better if you could optimize simply for "Cheap Broadband".
I've all but abandoned single word SEO efforts. I still get them from some obscure engines, but nothing from the big players. I think the best approach though, in my experience anyways, is to focus on variations. For example, if you were targeting "soda', you could go after... cola soda orange soda grape soda diet soda and even take it another step like: diet cola soda diet orange soda ...etc. From there, it's just a matter of having a themed site with the proper hierarchy. Through time, you should be able to gain single phrased referrals.
How old is your site? you have inbound links with text (including those keywords) ? Remember that you have to have inbound links and be in at least 200 directories before get on TOP50.
It must also be a factor of competitiveness. I have one single-word (it's a unique person's name) domain that ranks top 5 across the board for that name despite being very young (about 10 months or so).
