I'm going to make another legal paypal account ,since the older one got limited
What if one of my friends want to send me some money to my paypal account
Since personal payments are disabled in india { may be due to misuse } , so how am i supposed to ask him send it ?

If i do ask to send them as services , paypal will be running dispute and ask to resolve it , and if so how am gonna resolve it ?

So you are saying indians cannot send and receive money ?
It looks just like that , send it or recive it they ask why did you get it, where did you get it,what is that you got , from whom did you get it

If the seller or buyer has problems they will offcourse run a dispute to resolve it themselves , I run a dispute one time where i lost money buying something from a scammer , stupid paypal didnt resolve it then

How to use normal payment? There is no option. You have to use services option or goods option. But Masspay is entirely different.
