Google changes its algorithm quite often so you must be careful while reapplying i.e. impress them in such a way that they lift the ban. Your requests will be processed by Google staff’s so be careful about your words. When you send a request do the 3 things, 1. Try to provide information which boosts the image on your site. For example number of unique posts you have, number of one way backlinks you have, number of unique visitors daily, awards your site has got etc., 2. Try to explain about the situation that made you to make the mistake. 3. Don’t forget to thank them and also add pleasing words to consider the request and remove the ban. 4. My 2 cents: I would just be polite, tell them that I am sorry that I breached their guidelines and point out exactly what I thought was that I did wrong, tell them that the problematic issue is already resolved... without wasting too much of their time.
If you really are in the "sandbox" the best thing for getting out is to just wait a while... Of course the better thing is to not get in the sandbox in the first place, which means only build quality links and build them at a reasonable pace... Patience is the answer in both cases!
You could try asking for reconsideration, but I do think it will take some time to get your site of the sandbox. Google is strict on websites lately. Best of luck to you.
