Hey, its not a very hard thing to learn really, i taught myself web design just from doing searches on what i needed to know, theres so many tips and guides on google,
Better yet, if you know somebody who is a designer, ask him if it's okay to camp at his office and watch him work. That's what I did.
you want learn web design it is not tough you will self practice and you google .first off you will start work on the photoshop.
In all seriousness, the best way is by doing and viewing the source of pages that have sections you like or want to implement. I would save copies on the page I was interested on my hard drive, then edit it to learn how it worked to achieve the desired effect I wanted. I actually learnt Javascript the same way. Practicing with working examples is the key to rapid learning. Nothing drives you more then wanting your page to look a certain way.
I Agree with Mattias. Try to follow a web design you like. Study and analyze the design or html/css code used if you are interested on that as well. 1 web site per day is good enough and eventually you will be able to learn a lot of things from it. One of the keys here is to apply, apply and apply what you have learned and Don't stop working.
Learning website designing is very simple. I took help of Internet. I learn website designing from video tutorials those are easily available on youtube and other sites. Sometimes I also interact with good e-books and web designing tutorials.
This is, IMHO, one of the best tools to have bookmarked: http://w3schools.com/html/default.asp It lets you try and see HTML in a real-time sand-box style editor. Its a wonderful tool to do ad hoc tests.

A little late there When I was first learning, frustration was the word of the day for about three months. Then I got to go through it again with CSS... Still pulling my hair out on that one...
You should definitely learn html, xhtml, and CSS. I have been doing some web design for awhile now and I would say the HTML portion of it is the easy part. But, you need to know CSS very well. CSS is very important for web design. I would recommend using w3schools as a reference and if you want, buy a book or two, they always help.
I would focus on learning one language and then be reading multiple web design blogs that cover that language. There are many professionals who write specific "how-to" articles that are easy to folllow.
Get a software of Photoshop,Dreamweaver. and start creating images and web pages. First create simple design pages, then go for more advance version like flash,animation etc. Web Design can only be learned through practice, it is not a theoretical subject and cannot be taught.
use photoshop, dreamweaver and w3schools.com. the way i learnt it was through a small video that showed how to create menus. also learn about the 960.gs framework, (trust me, google it)
