I would recommend less links, but rather good quality links which means exchange links with sites that have same content but already rank well in Google for your keywords Also gaining too many links in short amount of time can put your website in a sandbox

Also I share the same opinion with you, people are getting too frantic about a certain SEO element that they either hear from somebody or read from somewhere instead of looking at SEO more widely, looking at the entire picture.
