Simple rss aggregator

    I need some one to program me a rss aggregator, that allows the admin to enter some api feeds into a config file, these feeds should be like youtube gdata where the script replaces the search term with a string.
    such as this for a search term of nokia: http://gdata.youtube.com/feeds/videos?vq=nokia&start-index=1&max-results=50
    So the script first asks the user to enter some search terms, the user enters these terms and the script adds there terms to the feeds to get the results from the sites, it then sorts the results by relevance with the most relevant at the top, it should also allow the user to change the order by date alphabetic order or random. The script should also generate an rss feed from the results, be paginated and be very fast, no more than a second for the server to load the results. I am not willing to pay any more that $20 for this project as it is simple for a good programmer.
