I would normally say that any site worth anything just for the content on the site is a scam. Most (99%) of websites aren't worth anything, at all. Those that are, are worth something because the facilitate whatever concept they're promoting. Amazon and eBay for instance, is worth money because they make money of people buying stuff. Facebook makes money becaue people are stupid. Twitter doesn't make money, but there might be potential for it. And so forth and so on. The site you were linking probably has no right to the pictures provided (there doesn't seem to be any copyright info, nor accreditation to the photographers/artists), hence it's probably not even legal. Not that there isn't thousands of similar pages (maybe not with 4k-images) around, so it doesn't seem to be a priority for any officials to fix it, but yeah...
