Simple question about hosting files

    I want to host files on my website but how exactly do I make it so it's a link something like this:

    website.com/downloads/download.cgi?ZmlsZT1wY2dhbWVmaXhlLLUhBV0suU1VSVklWQUwuSU5TVElOQ1QuVi4xLjAuRU5HLkRBUktORVpaLk5PQ0QuWklQJnRpY2tldD1hWEE5TnpZdU1UY3dMakU1TlM0M05pWjBhVzFsUFRFeU5EUTNOekTlRZPQo=

    instead of :

    website.com/downloads/file.exe

    any help would be great thanks :D
