Simple PHPBB Help Needed - Willing to Pay

I need a couple things done on a PHPBB forum of mine.

1. BBCode main list for users to show only a select few I want them to see and use
2. I need a Mod found and install that will show a "Tag" drop down when creating a thread. This "tag" drop down will be required for all new thread created and will have a list of choices I will input via the mod config file. (I know this mod exists since I have seen it on other sites...I just need help locating it and installing it).
3. I need help getting a template (style) working with my current site. I have been having some trouble getting a template to work right with my current PHPBB version.
4. I need a "descriptsion" field to become available when posting a new thread.
5. I need my site reviewed for security and someone to assist me in making sure I have covered my bases on preventing security problems and hacking, at least as much as I can.

Here is the info on my version of PHPBB - it is a version with complete mod additions:

phpBB core: 2.0.22
Fully Modded build: 22488
