Buying simple php coding needed (xml files editing)

Hello,

I need someone who knows how to work with php and xml files ...

What I basically want is to do a menu using an xml file, also a form to add links to the menu, edit links and remove links.

this is how I want the xml to look like:

<site_menu>
     <menu_element>
	 <order>10</order>
         <title>Link 1</title>
         <url>http://google.com/</url>
     </menu_element>
     <menu_element>
	 <order>20</order>
         <title>Link 2</title>
         <url>http://hello.com/</url>
     </menu_element>
     <menu_element>
	 <order>30</order>
         <title>Link 3</title>
         <url>http://site.com/</url>
     </menu_element>
</site_menu>

PHP:

The order means the lowest value will be at the top.

Here's how i would like it to look: (not the table design, but how the code should work)


the menu output would be 3 links:
Link 1
Link 2
Link 3

So lets say I add a fourth link with order number 15. It should be displayed after the Link 1.
Link 1
Link 4
Link 2
Link 3

so basically what i need is the php code to add elements to the xml file, edit xml elements and remove xml elements.
