Case 1: User gets to page and doesn't select the checkbox. What that means is that the db query to enter their shipping address will also be the same query to enter their billing address. (this is the hard part imo. If the checkbox is not checked, assume their billing address is the exact same as what they put in for their shipping address) Case 2: The customer selects the checkbox and fillds out two different addresses. Two different database queries result to enter in their shipping and billing addresses.
