Do you have to re-submit your page with Google if you change for example your title or keywords?? can't get a straight answer anywhere

No, Googlebot will pick those changes. It may take a day or a week, depends on the quality of the links you have pointing to you

I agree and even you do not have to submit your website at all ;)
Google will come throught your site anyway (if at least one site is linking to yours).

If you're talking about your poker site, you'll be best served putting your <title> directly under <head> and not below all of that style code. For that matter you may want to move your description just under the title - Google has nothing but your URL listed - no title, description, nothing.

However, I would suggest you rethink your title. Articles (a, an, the) are stop words and hence ignored. Adjectives (best, greatest, largest, etc.) can also not only be stop words, but can come across spammy and promotional.

Even having said all of that, your site honestly doesn't have a lot of reason for Google or another search engine to like it.

If you don't want it to come across as a mere affiliate or ad site, you'll need to give it some actual content.

    Good luck.

Your site hasn't even been cached by Google. You are not in Google's index

you cant get banned for submitting twice:

Fiction: A website will be removed from Google's index if it's "over-submitted."
Fact: We don't require submission nor do we penalize sites for "over-submission." You're free to submit as often as you wish. However, given the nature of our inclusion process, your time is better spent improving the content and links of your site.

NOTE:automated submissions can get you banned if you are not doing it through api service.

Nope, you don't need to. But you might wanna do something like
get a few links or post your URL on a blog or something for a
    faster update.
