Sorry in advance for asking this one... but...

Can a site maintain reasonable PR (4), yet at the same time be serving a Google penalty?

    Thanks

Yeah, probably, if it were a strong enough PR4.

I had a PR6 site that was penalized from Jagger1 until about a week ago.

    Yep certainly can.

It depends on what they have given you a penalty for. If it is something small then it might just be a reduction in serps.

However they can also strip PR away aswell.

    Sorry for another silly question.

How would you know that Google has penalized your site when you are maintaing a reasonable PR (4+) site?

There are no silly questions, there is only gworld.

The best indicator is when your Google referals drop off by 50% or more... :(

    ya im not sure either
I check my site , not sute what im looking for.

but the best way to tell is you traffic logs, check them, awstats, analog or webalizer are some of the most common stat programs that come with webhosting.

I still have a PR 6 site but my google traffic took a noise dive after Jagger as well
now its all over the place, but i have a PR6 YA..
    PR means squat.

well when u check www.whois.sc/yourdomain.com you can see whether your domain is blacklisted or not [if it is blacklisted it shows "listed" and if its not it shows "clear"].

    Regards.

^ Exactly my thoughts. The black listed status is actually of your IP being used for email spamming and has nothing to do with google.
